Analysis and Implications of the Long-term Care Service Policy for the Elderly in Japan£º Focusing in the Community Integrated Care

Abstract
The purpose of this study is to analyze long-term care service for the elderly in Japan focusing on community integrated care, and to search for suggestions to establish local-based service for the elderly in Korea. To carry out the purpose, this study used a case study methodology. Specifically, this study analyzed through direct fieldwork community integrated support center and community care conferences. For the contents of analysis, this study explored installment and operation of institutions as structural analysis, and major institutional service as content analysis. Through this, examined what limits the community integrated care service embodied by the long-term care insurance system in the actual field to derive suggestions required for its implementation in Korea. As for the results and suggestions, first, limits in the imbalance of work gravity due to duplicate service activities of the current community integrated care service were found, which came from born limits in transition of functions of the old system. Second, as for the medical care linking service, limits of private sectors were shown and to settle this, close support from the public sectors were required in the process of system implementation. Third, it was suggested that strategies of human resources concentrating on community integrated care service practice were performed in a multi-layered way and that there were public targets and promoting directions for the practice. Suggestions for the community integrated care service in Korea necessarily require the expansion of linking the insured and local governments in the process of promotion, and this study confirmed realization of the Korean style community integrated care service could be moved up by bringing round civil networks that are variously performed at the moment into the public sectors.
